1. Is the agency ARC-accredited, and can you verify it?
In the United States, the credential that matters is accreditation by the Airlines Reporting Corporation (ARC), the body that authorises agencies to issue airline tickets and settles those tickets with the airlines. An ARC-accredited agency is the agent of record on your ticket, so refunds, waivers and schedule-change rebookings route through one party. 2. Does it quote one all-inclusive price, in writing, before you pay?
A fair quote states one number per traveler that includes the base fare, government taxes and airline surcharges, with optional extras listed separately. Be wary of a low fare on the page that changes once you call, or a fare that only exists once you are on the phone. Genuine consolidator fares do sometimes need a human to confirm live availability, but the honest version of that process still ends with one taxes-included figure in an email before any card number changes hands.
3. Does it take payment before you have approved the itinerary?
The order matters. You should see the exact flights, times, names, baggage allowance, change fee and cancellation penalty, confirm them, and only then be charged. An agency that collects a card number first and sends the itinerary later has reversed the one step that protects you.
